What is the Child-Friendly Local Governance Audit (CFLGA)?


A

Child-Friendly Local Governance Audit is a results-based assessment tool and a mandatory audit designed to identify the results of the intervention/s provided by the city/municipality for children.

What is the Seal of Child-Friendly Local Governance (SCFLG)?


A

- The Seal of Child-Friendly Local Governance is a recognition and audit system on a local government unit's delivery of clear and outstanding positive results for children’s well being.

- Local Government Units that will pass the audit will be conferred with the Seal of Child-Friendly Local Governance by the CWC.

What is the coverage of the CFLGA?


A

All cities and municipalities shall be assessed to gauge their level of performance insofar as implementing programs and instituting measures to uplift the welfare status of children.

Q

What areas are being assessed?


A

The LGUs shall be assessed based on the following twelve (12) assessment criteria which connote positive results for children and the improvement in their status:

1. Percentage reduction in the deaths among children below five years old or under-five mortality rate
2. Percentage reduction in the number of children under-six who are underweight
3. Percentage increase in the number of 3-4- year-old children attending center-based day care services
4. Completion rate for elementary schooling
5. Absence of child labor or percentage reduction in child labor cases
6. Percentage reduction in the number of children victims of violence, abuse, neglect and exploitation (all forms, including physical violence, sexual abuse and exploitation, and trafficking in persons)
7. Safety measures for children in the community and schools
8. Extent of mainstreaming of Children’s rights to survival, development, protection and participation in the core development agenda of LGUs (this includes LCPC functionality and child participation)
9. An ordinance establishing Barangay Violence Against Women and their Children (VAW/C) Desks
10. 2013 Philhealth accreditation in its main health facility or rural health unit for the Maternal Care Services and Primary Care
11. A Local School Board (LSB) Plan for CY 2013 that is aligned with the School Improvement Plan (SIP)
12. Completed at least 70% of its LSB Plan for 2013.

How are LGUs going to be assessed?


A

- The assessment criteria shall use benchmarks and a scaling system in measuring the results and performance that are as consistent as possible to national standards, averages or targets.

- LGUs need a rating of 75% to pass the CFLGA.

Who will conduct the assessment?


A

The Inter-Agency Monitoring Task Force (IMTF) will conduct the CFLGA. The IMTF is composed of the following members at the different levels.

A. City/ Municipal IMTF
-Chairperson: City/Municipal Local Government Operations Officer (C/MLGOO)
-City/Municipal Social Welfare and Development Officer (C/MSWDO)
-Department of Education (DepEd) representative

B. Provincial IMTF
- Chairperson: DILG Provincial Focal Person
- Social Welfare and Development (SWAD) Team Representative
- DepEd representative

C. Regional IMTF
- Chairperson: DILG Regional Focal Person
- DSWD Regional Focal Person
- DepEd Regional Focal Person

D. RC/SCWC
- Chairperson: DSWD Regional Director
- Regional Directors or Permanent Focal Persons from the member agencies (DILG, DOLE, DOH, DepEd, NNC, PIA, NEDA, NGO, Academe and Interfaith organizations)

What is the connection of the SCFLG to the Presidential Award for Child-Friendly Municipalities and Cities (PACFMC)?


A

LGUs with the Seal of Child Friendly Local Governance will be qualified for an incentive and award system being handled by the national government, through CWC, which is the Presidential Award for Child-Friendly Municipalities and Cities.
